You need valid status to be eligible for EI. So need a valid work permit. You need to show that you are elgible to work and can work for another employer. You lost your job because not eligible for WP extension. Still didn’t say if province gave you work support letter.

https://www.canada.ca/en/services/benefits/ei/ei-regular-benefit/eligibility.html

Sorry for that
Yes Province Gave me work permit support letter still I got refused
So if there was an error so ask for reconsideration through webform and say your provided the work support letter. Given that your are out of status, cannot work and PR processing is 20 months then you need to seek professional help (lawyer/consultant).

Unfortunately you don't qualify for EI. You must be holding a valid work permit to qualify for this.

Submit a web form asap and ask for reconsideration. Attach the letter from the province.

You should have applied for employer specific work permit (your employer pays $230 compliance fee) with support letter from MPNP.

As per my assumption, you had LAA from MPNP and submitted all documents before you applied for extension.
So, public policy for work permit extension with MPNP don’t apply to you.

As per MPNP,

  1. Question: I have received a Letter of Advice to Apply from the Manitoba Provincial Nominee Program (MPNP), and my work permit expires in 2024, am I eligible to apply for a Support Letter from Manitoba?

Answer: No, only those who have not received a Letter of Advice to Apply, had an active Expression of Interest profile on May 10, 2024, and have an active Expression of Interest profile at time of application may apply for a Support Letter from Manitoba.

While persons who have received a Letter of Advice to Apply are not eligible to apply for a Support Letter from Manitoba, the MPNP is temporarily prioritizing the assessment of submitted MPNP applications with expired or expiring work permits. MPNP applicants whose work permits have expired or are expiring within the next 45 days are asked to inform the MPNP by using the Skilled Worker Webform
