After today’s announcement are spouses of SUV applicants eligible to apply for WP along with the primary applicant? If both have applied for PR and previous WP expired can they reapply?

Has anyone received any update from IRCC yet in 2025?
Btw, I am still waiting for my GCMS note response - probably coming in second week of February.
