I’m applying for a visitor visa for my parents to temporarily visit me in Canada. They are from India. A friend told me all visas are being rejected because of political differences between India and Canada.

Increased vetting? Possibly - given the amount of fraud, changed public views on immigration and pressure from south of the border, the govt is very likely forced to act.
I can't see IRCC issuing or receiving a mandate to outright reject visas from certain nations because of our political differences. Sounds like pure speculation. Thankfully, there are some checks and balances in our country.
Now, if you apply as a visitor and they see you have no ties to your home country or the money to support your visit, you are very likely to be denied. Some people will call it discrimination but let's be real - Visa to Canada is not a right for any foreign nationals.

No there are no blanket refusals for countries.
