I used the 2nd one (https://atip-aiprp.apps.gc.ca/atip/privacyTerms.do?requestflow=ircc) for the GCMS notes, you will have the option for the status of your PR application and you need to provide your UCI. Also, you will need to pay $5 and wait for 30 days for the notes to be sent to your email.

That first website looks like a scam and is not official do not use it. As others have said the second website is the correct one to order your notes from as you are making an Access to Information and Privacy ATIP Request.
Choose IRCC, add your details, pay $5 and wait for them to email you the notes.
It'll be 8+ pages of the notes on the progress of your application, with info on what stages you passed, what is pending and officers notes.

It appears that you are waiting for landing. There is no need for GCMS notes. IRCC is processing backlog of approvals from 2024 since they are now filling 2025 quotas.

IRCC paused landing because they had met their 2024 quota. Those waiting should receive eCOPR this winter. If you know you have P2 what additional information can you actually obtain in a GCMS notes?
