1. Bring all the documents you got and explain to them. In my opinion, your proof of residency in Canada is your COPR. The PR card is just for traveling purposes.
2. I think you can get your card before your trip. I got mine 1.5 months after COPR. Best of luck!
Yes please go ahead. Even if you submit your application (provided that you have an ITA in Sept) before your trip in Nov, all is good. You don't need anything. You have a PGWP and a visa to go back, that's all you need.
