Reverse the order of the documents and then you are in compliance - seems silly but the primary ID choice really dictates the document selection flow!

I did read the post and I also filled the online application today. For the first ID you have 2 choices - PR card or passport. When you choose PR card then the second ID drop down mandates to become one that is issued by Canadian government. On the other hand, when you choose primary as...

Choose passport as first one then for second one it shows options for document which is issued by Canadian or foreign government and PR card is one of the options

I am filling it for my child too to apply for citizenship so if you select primary ID as foreign passport then you can use PR card as secondary ID as per the online form. I am going to do this and submit.

I am also applying for my child separately. Regarding the IDs - I chose the primary ID as foreign passport - for the secondary I chose the PR card which was based on the options presented. Hopefully those 2 IDs will be considered and there won’t be any rejects or need to resubmit.

Applied for passport in person at Hamilton Queenston Rd office on Jul 17. Received passport on Jul 25. Wife had also applied together and she received hers on Jul 27. Both old versions. Regular processing - mail delivery via Canada post.
