Guys got my eCoPR on Aug 27. Still no PR card. My wife who is part of same application got her on Sep 8. Not sure why they blocked 1 card and sent only 1. Anything I can do except sending useless webforms?

There's an option to submit a solemn declaration since 6 weeks more than the average processing time has already passed for you ... or call them and ask what's going on. You'll need your UCI and application numbers handy. Hope you get it soon.
Does anyone know if having your PR card application linkable in GCKEY means that your address/photo are accepted? I was able to link my PR Card app a day after eCOPR, but my photo/address are still in pending review status.

Sure, I get that - but I'm trying to work out if the workflow is the photo/address need to be approved BEFORE the application is created in GCKEY or if the application is created when you submit photo/address. Want to know if there's a chance my PR Card app is going to be rejected because of photo or if I no longer need to worry about it.
There's no indication that this is the case.
There are plenty of instances where people have seen an update in GCKEY for their PR card application, but the info on the Confirmation Portal still shows that the photo is in review.
Received a message in CIC GC Key account yesterday that my PR card is approved and mailed. Waiting for it to be delivered.
