TRV From Inside Canada - Normal Processing Time Has Passed

Finally got my PPR for visa extension.
Are couriers faster than Canada post?
AOR - July 24th
Sent an email to CPC-Ottawa to inform them that I urgently need to travel and my processing time was way over the period.
Email sent Dec 7, and eligibility started Dec 8.
The first email was sent on Nov. 25th, so not likely because of the email.

Posting my brothers timeline for his TRV;

Applied on November 20th
Eligibility review started December 8th
PPR request December 10th(On his birthday lol)
Application was from within Canada.

Hey guys, if your application is out of the normal processing times, you can email CPC-CTD-Ottawa@cic.gc.ca and tell them your situation. You should start review a few days or a week later. Only if your app has exceeded normal processing time.

emailed them they started background check for my friend he is currently out of canada.. do you know how long it will take to proceed the background checks??

Apart from the reason of exceeding normal times, do we need to give them some other reason as well?

My cousin got her 4th study visa refusal ,do we need to apply for appeal...please advised
