I think you misunderstood them. What they mean is that when applying for the OWP you MUST send them a screenshot of the email you received from the IRCC when you submitted your application for the TR to PR Pathway. It is this missing information why they refused your application so just simply reapply and submit all the required documents as soon as possible.
I never got that email, I'm still waiting, and yes I checked my spam folder very closely.
I asked the rep directly, and also my immigration lawyer if a screenshot of the application would be okay, and both said as long as it shows submitted and my name and UCI then it will be okay

Think you were poorly advised because it is not the screenshot of the "application or UIC number " you need to send them, its a copy of the automatic email reply from the IRCC confirming your submission. This information is to be printed or screenshot and sent with your application for OWP if you don't give then this information they cant verify that you applied under the TR to PR. I have seen in other forum where persons who submitted application and didn't get this email received their PR, but in your case it is critical because you need it to apply for OWP. I suggest that you contact the IRCC to discuss with them the matter and obtain the information so that you can apply for the OWP. As is now you are out of status and have 90 days to apply for status restoration if not you must leave the country immediately or be removed.
I was wondering who else received the PR Confirmation email on Dec 4 and still waiting for Portal Credentials? I replied on the same day (Dec 4) when I received the email and still haven't gotten the credentials to create the Portal Account.

I am not an expert of Tr2Pr new pathway, also not an IRCC officer, who made a decision of applicant file.
However, my answer the same as @youmi0516. It could be wrong, since no one know exactly the details.
All is a guess game.
Well, you shouldn't give out false information, people with study permits have gotten COPR in TR2PR IG stream with study permits, the source @yoomi0516 quoted doesn't say people with study permits will be rejected.
Applying for reconsideration is a waste of time. All he needs to do is to reapply for the permit, he has 90 days to submit this new application with the required documents
A friendly advice for a quicker process. There have been many permits approved on basis of reconsideration. For sure one can re-apply as well, first one's quicker.

I have the same question. Tried calling them I can't even get an option to talk to anybody.
When I try to send concern or question via webform I am not sure if its even a response from a person or automated responses.
Anxiety kicking in as I am now moving to another house and not sure how I can get this included on my files or will they be sending something via mail and my current housemate may just be like a jerk and throw it.
