Considering PNP is the only thing that has a draw no matter what, I imagine there is some kind of law requiring them. So if the law forces them to hold draws, it probably forces them to finalize. So to those who are scared for Outland being canceled, your safest bet is go for PNP lol.

Is there any other country in the world with a program similar to Express Entry FSW, where you can get your PR without a job offer, without any economic or family ties to the country, etc.? A program that actually WORKS, of course, not a publicity stunt like Express Entry?
I mean, I would really love to apply if such a program exists - realizing that Canada is a sunk cost, wasted time, etc., I want to move on. Australia/New Zealand are job-offer-specific, correct? Same with the UK?
