Wait until you have received your GCMS notes and then see what they say. Based on the information you have provided so far, there are a number of factors that make your profile very weak and which have most likely made IRCC concerned you aren't a genuine student. The main three problem that I see are the following:

- Strong ties to Canada due to your siblings living here
- Low grades
- Poor choice of schools (low reputation private college)

My recommendation is that you forget about coming to Canada now. Complete your education in the country where you are living now and work harder to achieve much higher grades. Then reapply for a Canadian study permit once you are ready to come here to complete a Bachelor degree.

Nah I can't study here it's not good plus I have seen many people get their visa in the 3rd try I am just going to try again and see what the gcms notes say and post it here. Plus I don't think my case is complicated many people worst than my profile has got their visa.

And I don't think the grades matter as long as college has accepted. Plus I can't change my brother or sister living there and having permanent residency

Grades do matter. VOs are concerned that with low grades, you will not be able to complete your program or you will fail courses. College accepts international students because they bring in the money.

We've seen plenty of examples here of IRCC refusing a study permit with poor grades being one of the reasons even though the school has accepted that student. Same thing can happen with IELTS results. Just because the school is OK with them doesn't mean IRCC will be.

You're right. You can't change the fact that your brother and sister both live in Canada and have PR. But unfortunately this weakens your application and means you need to have a stronger profile to be approved. This is why we are telling you to switch schools and avoid private colleges.

Anyway, good luck regardless what you decide to do. Hopefully you've already ordered your GCMS notes since they are going to take a while to arrive.

But I can't give exam like I said how else can I satisfy them about my grades or leaving the country after the stay help.
