Order GCMS notes. What course/education/age/money. Can’t really comment without knowing profile but guess you don’t live in your home country (status) and are not showing career advancement in home country. Don’t seem to have enough money. Are you even working now and in what field.

How much in funds. The issue is you are not living in your home country. Did you show how the program will advance your career (job, higher salary) in the Philippines? if you have a business management degree with marketing, what is the program that builds on your career? A college program diploma would not make sense.
Is $39k your total after paying first year tuition? If not, you have just enough for your program depending the city. Course makes no sense if you have a degree in business management and now taking a diploma at a college in the same field. The course is not expanding on your degree. Seen as step backwards because many of the courses you would have taken (I am assuming). MBA should be considered. Assume you are single too.
Not sure a job offer that is being held for two years is relevant, as the program is the same as your degree.
You should have paid your tuition not just deposit. So is this your savings for your whole family? If so, it is seen as using all your life savings on a program. Again you have a degree and taking the same program at a college level.
GCMS notes should be ordered because there may be more reasons for refusal. You still have not addressed immigration and current employment. It is not only funds. Property is not liquid but can be mentioned.
I applied us visa way back 2010 and got refused but i did mention it.
I submitted also Certificate of employment with payslip. I mention also we have a land with a value of $24000 too.
