I submitted both because the letter request me to do send them together along with the application to the federal

You can find the requirement on the letter that Ontario sent you via email, you will find the line states: You must include a copy of this letter and a copy of Confirmation of Nomination with your PR application.
For Ferderal they only requires to submit the certificate as my memory to the checklist. But I submitted both because OINP told me to do so.
