I don't understand how they're processing mid-Feb applicants when some Jan applicants are still waiting - really frustrating

Received PPR letter..
Application. feb 4, ( in canada)
Left Canada in April.
Informed prior to leave Canada, they probably transferred my file to Home country.
Sent 1 webform in April and another in may to speed up process. No response .
Received PPR on July 21. ( in home country)
Sent webform for passport pick up/drop off address on July 25. July 26 received payment link and paid. Waiting for passport pick up in home country.

because if I tried to generate the application outside Canada, it got generated for work permit, but I had work permit.

No matter you are inside /outside , you gonna use universal "inside form" only..it is mentioned on cic website..only you have to mention in que 9 about your country of application. Thats all.

No you never get any email for eligibility. I checked the GC key acct yesterday and it was not started.

so i think the way it works is that they distribute the application batches to different officers and the pace of these officers is different
