I did my test on July 14, 2021 and it passed on that day. And today i checked on citizenship tracker at CIC website. Its show, Test passed and completed..

What happens next? How long it’s going to take to go to the next step after passing the citizenship test. I passed the test on July 2 still nothing.

Given the current delays, expect 3 - 5 months for oath from the date your test results are validated. Somewhere in-between, your ECAS will show "Decision Made" and the the statuses Language, Physical Presence and Prohibitions will be set to "Completed" in the new status dashboard.
If the new apartment you moved to falls under the same jurisdiction of the office that is currently processing your application, then there won't be file transfer and there won't be any delays.

Scarborough office is usually very fast. I have a feeling that IRCC is going slow on Provincial nominees. May be IRCC has to reach out to nominating province for green signal before processing citizenship application.
On a 2nd thought, citizenship is a Federal thing so province shouldn't have any significant role as such.

I believe that provincial theory was debunked sometime ago. Plus I landed in Ontario and have lived and worked here ever since.
Scarborough office AFAIK and from the experience of people I know personally has been quite slow in processing applications even pre-pandemic owing to the large # of applications and immigrants residing in this suburb. From what I am seeing here not has changed if not things have gotten worse under the covid excuse.
