Yes ofcourse, BVL means decision is made. But in India due to VFS closure, they didn't give decision since last 2 months. Now they are giving decision to the ones who are recently going for biometrics. Hopefully by July end they will release decision for rest
We know some including me have got BVL between 4 to 7 days of applying. I am not quite convinced they must have taken decision in that short span of time. If it was immediate rejection from initial criteria, they should have sent it out by now, don't see a point holding it.
I applied second time on 22nd July in SDS category but without upfront medicals by submitting explanation letter.
Here's my timeline, please suggest how does it look like:
Applied Date : 22nd June
Upfront Medical Date : 1st July
Webform raised for E-medical sheet : 2nd July
Review of elegibility started : 8th July
Medical request received : 8th July
Raised another webform and mailed to Delhi Immigration on 9th July with IME form
Recieved a reply from IRCC agent for 1st webform raised acknowledging receipt of e-medicals
Medicals passed in gckey :13th July
Biometric : Already associated in file from last application.

Two people on Zhihu (chinese version of Quora) said that they got PPR within a week.
One applied on 12th July and got PPR on 15th July. I'm not sure if it was a 2nd application, the other one was a reapplication.
