No once you apply for work permit your experience starts as in your case you started before your workpermit was approved That is okay your are eligible for cec. If you would like to wait then it's upto you.

I submitted around 12:45 EST. The counter was close to 9500 as far as I remember. Let's hope by the end of July we receive our AORs.

Yes I agree at least they should provide us with the BIL so that we can link our application online. I had everything upfront still haven't received anything.
