No, it's a three-step process. First email (what you have), second email with the credentials will let you upload your photos and address, final step is the COPR is issued. The time in between the steps varies wildly, though.
How the portal works
Once we approve your application, we’ll
send you an invitation to confirm
if you want to use the portal
your email address
all email addresses for each person on your application
create an account for you (you can’t create one yourself)
send another email, after you confirm the above, with a link to the portal and instructions on how to sign in with your username and a temporary password
Then you can
sign in for the first time and create your own password
confirm you are in Canada
provide an updated home or postal address
upload your photo (this must be a digital or scanned photo, not a picture of a paper photo taken with a camera or phone)
Once we review and accept the photo you submit, it will show this in the portal and you should get your PR card within one week. We’ll send it to the mailing address in Canada you gave us. You can check to see if we’ve accepted your photo through the portal
Yes,for me I received ecopr on June 15th but it still says processing.I went to service canada for update the SIN but couldn't update it.They said call to immigration and fix the issue. When I called call centre, the said wait six business days and give a call back.I don't know what's happening?

"Once we review and accept the photo you submit, it will show this in the portal"
You will see that your information was approved and a COPR document will be uploaded in the portal. This is your proof that you're a permanent resident you can use this to get a permanent SIN and extend your health coverage. IRCC will then begin the process of getting you your PR card.
1# Yes
