My program is AIPP (Atlantic Immigration Pilot Program), so my VO info may not benefit you. My application was processed by Halifax IRCC, then Montreal IRCC sent me emails about the portal and Montreal IRCC sent me eCoPR. PR card was sent from Sydney, NS. I see you are a software dev, you will get extra info if you examine the portal with devtools and look for the "cases" endpoint.

Hello everyone, I have question anyone got copr with principal applicant inland and dependent Outland recently

They wont issue COPR if one of your dependent is outside of Canada. They will put their application on hold untill they will allow other PR holders who got their PR's after March 18 2020.
