You can go back home after applying . But you’ll have to be in Canada once they approve your application .
Because they send you an email or phone call to get your current address , so if you are in Canada and you give your Canadian address , they issue copr .
If you are in your own country , you’ll have to tell them that you are not in Canada now and hence they won’t issue copr . But once you come back to Canada , you can contact Cic to let them know that you are back in Canada , and then they’ll redo the process of emailing and hence issue copr .

This same thing happened with my friend
