That is some good news from London, ON office. If I am not wrong, I believe they assess language skills, etc in interview which is telephonic these days.

Interview is primarily to check the stamps on your passport. You'll be asked to submit all the pages of your passport and if any stamps or not in English or French, you'll have to get a certified translation for those as well.
The language component might be a superficial test (they just see if you understand what they are saying and if you can speak basic sentences in English).
