They're open and only taking appointments. You can call their number to verify as well.

It should show up as a message on the bottom of your application with the attached letter.

You should decline. There are cases that passed, but there are lots of cases that were refused as well. Do you want to take risk?

You can accept and apply once you complete 1 year experience May 24 2021 as you have 90 days to submit the application.

No need to decline accept you have 90 days to submit your application. Once you have reached the 1 year mark then submit your application

There are cases that were failed because of this course of action, because they do not meet MEC. It's up to you if you want to take risk

Application submitted: March 30th
AOR: 29th April
Medical passed: 30th April
1/2 biometrics passed (done in canada)
2/2 Partner biometrics request: 30th April

Got a question! If I get my partners biometrics done, for instance tomorrow, will the process go quicker? We had planned on getting them done 31st of May but will happily get them done quicker if it's advantageous!

you can accept ITA and submit application only after 1 year, Myself few others have raised this question to official IRCC twitter account and got the response from them to submit... here is the response for me
