Until you get official AoR, do not assume anything please. Wait for it. Then celebrate. AoR is also called "Approved in Principle". They do quite a few checks before issuing it.

I talked to cic agent and she said all the application with outland dependents are on hold because immigration is not able to find a solution yet for how to approve PR

I guess that CIO does not have capacity for eligibility. So most cases of not receiving PAL may be transferred to local for eligibility? It is my forecast. Ecas change to "application received" has started in May.
