I have Completed biometric on 16 dec and eligibility is in progress..will I receive BVL first irrespective of final decision?
And then ppr request if my application is approved?

Everyone receives a BVL before final decision whether its approval or refusal. So yes you will receive BVL first and then your decision.

Cant be sure but usually SDS are processed in Canada.
