I think only 4 offices issue COPRs for inlands. Ottawa, Vancouver, Edmonton and Nova Scotia. Mississauga office only deals with Family based PR. Ottawa is the office for PR Outland applicants from USA. I think Ottawa also deals with most EE applications and refugee claimants. It is super busy.
Happy for you.I have almost same timeline with you ( a family of 4 with 2 PC each) but still waiting for Decision Made . I'm going to order GCMS Notes.

By the way, we are contacted by local office, not those four offices when CoPR email arrives. My friends received CoPR email from local office like Kitchener, Hamilton, Etobicoke and so on. And they sent photo for PR card to local office.

The change of visa office means there is an issue to see further. Refer to the following sentences and link you shared.
"If there are any issues, the application can be sent for further review. This can involve an additional document request (ADR), verification calls, personal interview, etc. To address such issues the file may be transferred to a local visa office (LVO) or to another visa office depending on IRCC workload."

That’s why my security due date on GcMS is Oct 29,2021 .. too far away, also, don’t know it’s really a due date or not because they can easily extend it

But i've got Eligibility and Criminality passed already... only Security left. As I read the article again, i think it's only Eligibility switched into second office... Your case is pretty stressful.
