we have received the WP extension application back with a letter requesting that we pay the correct fees. Apparently we paid 100 CAD instead of 255 CAD. they asked that we pay the remaining amount online and share back the full pack via mail since it's a paper application.
It stated clearly that review of eligibility was not made yet,
Do you think that's a potential approval to the WP extension?

should we have applied with a different application of restoration other than IMM5710?

No, it is likely that your application has not been processed/reviewed yet because the visa officer check the payment status of every application before start processing the application. Therefore, no question of approval or refusal yet.

I don't think you can apply prior to expiry for visa extension. Refer the earlier link, it clearly says "your existing visitor visa is expired or was valid for only one entry"
You can apply for a visitor visa from inside Canada if you meet all the conditions below:
you’re already in Canada
you hold a valid study or work permit
you want to leave and return to Canada in the near future
your existing visitor visa is expired or was valid for only one entry
