Can postal application be send from USA , i got my Canadian citizenship earlier this year but currently I m in Detroit USA so for OCI and surrender certificate i should contact Indian consulate in Canada or USA?

I'd call BLS and ask them directly. It usually depends on your permanent address/location. Good luck!

1. (OCI + surrender appl )delivered by Purolator to BLS Nov.5
2. (OCI + surrender appl) delivered to Indian Consulate by BLS Nov 16
( 10 days delay due to an error in the application made by me)
3. (Cancelled Indian passport + Surrender certificate) delivered to me Dec 3
4. OCI --- waiting

Draft for C$ 257.40 in favor of "BLS International Services Canada, Inc."
My BLS was brampton and this amount may vary a little with the location of BLS.
Just call your BLS and they will give you the exact figure.

BLS site shows processing at CG but ociservices site still says no record found. Is it normal?

Only original document you send is the Indian Passport for cancellation. COPR you send copy NOT original.
Total no. of physical photos you send for both applications is 2.
One you can paste on the passport surrender form with signature below.
2nd you can place in the envelope and attach the envelope to the OCI appl. with a paper clip.

I applied for my son's OCI by post and it was received on Nov 25 in Vancouver. Still no Acknowledgment. Is it normal?

And he is planning to go to India by end of December. If he didn't have his OCI by that time, can he apply for e visa?

They donot send any acknowledgement, you just have to keep checking the status on ociservices.gov.in and bls website.
Also, I donot think you will be able to receive your OCI by end of december as I have been waiting on mine(appliedNov 6), still under process. Also, e visa are still not available so the best option will be apply Entry visa. Hope thishelps
