Some new information to add for SC calls in AB. My girlfriend spoke to a Service Canada agent when SC called my gf for some other passport related service. SC agent was friendly and my gf asked her regarding the Biometrics in Alberta. The SC agent replied that currently they are receiving updated lists from IRCC regularly, and they are calling based on the "postal codes" in the list for candidates here in Alberta. This is a recent confirmed update. Current trend appears to be the postal codes. That would explain some randomness in calls. Let's see how it goes...
Apparent reason that the candidates living at same postal code are not called at same time (as the agent mentioned) is because they are regularly receiving updated lists from IRCC..

How one can define “location” for the PR application? I’m CEC inland applicant. I live & work in Cold Lake AB, but my representative/lawyer’s address is in downtown Edmonton. (that’s the mailing address too). My AOR is May 22, 2020, I am still waiting for SC call for biometrics. I’m wondering when I’m going to receive the SC call - will it be based on Edmonton or Cold Lake addresses!
