Hi, I just got my COPR.. but waiting for PR card... My husband is in Canada and now I want to sponsor him.. can I apply for him now or only after PR CARD?
The application is recorded on your file as complete as soon as you have landed. (Your status will change to application complete.) One of the reasons you get your PR card after you land. That’s when you’re officially in the system and can apply for a SIN number, health card, etc and your point of entry is written right on the card itself)
So in other words you have to land in Canada first to be able to sponsor.
I am sponsoring my wife to come to Canada as I recently received a letter from IRCC regarding your eligibility that has been passed and download some like IMM0008 and IMM5406e -IMM5669e forms for your dependent and complete and send it to ANKARA VISA OFFICE because we are separate from each other physically and she is back home and I AM at Canada and main applicant.
I am filling the form on behalf of my wife and I have a question regarding the first question which is !! Indicate whether you are?
1-The principle application
2- The spouse, common-law partner, or dependent child aged 18 years old or older of the principal applicant?
which one do I select for her? I have doubt
any idea?

This is true for an outland applicant who hasn't traveled to Canada. It wasn't clear from the original post if the person who posted is in Canada or not though. I believe this would be documented as a copr that has been stamped - previously at a point of entry or an IRCC office.
And right now it seems that since soft landing (crossing the border to the USA and returning right away) is not allowed and ircc is not doing the in person 'landings" at their offices, they've been doing' virtual landings' - sending the PR card directly after sending the COPR.
So I'm going to say more information needed - the original poster needs to find out whether the landing process has been done. If still abroad, the answer is no, if in country, would likely want to confirm with ircc.
(Note, part of the problem here also is that some of these changes like 'virtual landings' occurred at some point since the start of covid and haven't been very well documented, so I don't know how the OP would know what the situation is unless the COPR + letter stated clearly what the situation is, and we don't seem to have got enough information in this post to know either)

My file was received Feb 19th and AOR March 3rd. I just got the biometrics request friday Sept 4th so you should be anytime now. I think we are officially 6 months behind schedule.

My husband is a Canadian citizen and he has applied for sponsorship to sponsor me in the month of May 2020, he is checking online the status has not changed yet, its almost 3 months now
So my question is
1. Until when can we expect some progress
2. Can he apply a visitor visa for me the sponsorship is still going on
3. If yes, what are the chances of me getting a visitor visa while the sponsorship is in process
