They still said Due to the ongoing situation related to the novel coronavirus (COVID-19), some IRCC offices are currently operating with reduced or critical staff only? This is a pretty good excuse.

Looks like the work on 2019 PNP files is completely stopped. They are focusing on 2020 files with very limited staff at Sydney. Only God can help us here.
They send you PAL and put you file away for several months intact. Or they may transfer it to other visa office for eligibility reason. what is the point of PAL here, you may get rejected at any time during the processing. More over, what value PAL brings to inland applicant.. nothing in my opinion
Because most of 2020 AORs are getting updates..PAL or ADR or anything else...Their files got scanned virtually and thier eligibility and criminality checks are being processed at homes..That's what I can say looking at the trend.

Exactly , as I see people who applied in 2020 or in late 2019 are getting updates some of them may have recieved COPR's I am not sure, but most updates recently has been for these people, whereas no updates on files in Mar-Apr-May 2019, its like they are not even bothered about these applications, as per my GCMS notes the last time they looked at my file was Dec, 2019 and the status is Ready for PS .
