Do you know how long it takes to check eligibility?background check is done but eligibility is in progress.

This thing is painful and they keep on doing this Eligibility OK = VISA granted subject to BG checks. This Eligibility takes 1 to an interview too. Clearly means if applicant is eligible or not .. How much time? may start at 7th month may end up at 14th month from start. Every case is different. For examples ONLY:-
Lead officer at VO when he/she creates this eligibility criteria which is above, he/she will quickly review PA's eligibility against your supporting documents, if he/she finds them good then will proceed marking your STATUS on PA's Eligibility which is above. Here is what I find out: when he/she marks NOT STARTED it means she/he did not finds anything alarming but the lead officer at the visa office needs to make sure that there is no concern. When the lead officer in VO mark REVIEW REQUIRED or REVIEW NEEDED it is a code message to the lead officer at the visa office signifying to him/her that you really need to check this relationship carefully there are so many holes and might possibly lead to an interview in the future. Now I did not say every time you see REVIEW REQUIRED there will be an interview, the lead officer at the visa officer could even go far by requesting the original marriage certificate and other documents to make sure there is no suspicion anymore then mark RECOMMEND PASS. Now listen this: I used to think that when it says recommend pass the file was waiting for a higher officer at the visa office to review it but that was all wrong. Recommend Pass signifying that lead officer at the embassy is fully satisfied with the relationship then he/she assigns the file back to that first lead officer at VO to also review it for the last time before the status fully change from Recommend Pass to Passed. For some of the applicants will not be able to notice what I am explaining here, because they never requested their GCMS or when they request their GCMS the status could have changed to Pass. But those who are like me, request their GCMS every 2 months will happen to notice what I am talking about. When the lead officer at the embassy get word from his colleague in VO with the go ahead pass, he/she then UPDATES the file from RECOMMEND PASS to PASS.

I think it does. 'Cause applicants who got pre arrival letter got their ppr within 2wks. But later in Jan/Feb this changed/delayed with the max of 1 month. And it was also seen that many applicants directly got their dm without pa. Please correct me if I'm wrong. But this is what I've gathered over months of stalking this forum

Yeah that’s correct and it also means that one will not get interview request from them.

VFS global website shows for Canada that it is closed till Sept 30,2020

Really? Where?
The only reference made to 30th September 2020 on the website, is the extension of the Ministerial Instructions that no applicant can submit an application for temporary residence in paper till 30th September 2020. There is no mention of the VFS being closed till 30th September.

I'm sept applicant too. After files being transferred to ndvo, there hasn't been any changes yet. It still shows application received on my online tool.
If vfs global is closed till sept, does it also mean that ndvo won't process any files?

They are working remotely but I have heard people getting pre-arrival from NDVO too, so lets hope for the best

As mentioned earlier, this only states that the Ministerial Instructions have extended the rule that temporary residence applications will not be accepted in paper till 30th September 2020.
It does not say that the VFS will remain closed till the above mentioned date.

They have said: "Visa Application Centres in any city/country operate according to the directives of the central and local authorities and the diplomatic mission / the country being applied to. In some cases, even if central/local authorities lift the lockdown, the country you are applying to may not be accepting visa applications. In this scenario, an open Visa Application Centre might not serve your purpose. Make sure you’re checking regulations by not only your government, but also that of the country you plan to visit."

I understand everyone is anxious and frustrated, so am I. But at this point we should wait till August to see what how the resuming of international flights and the further unlock process reflects on our processing.
