BGC is a generic name for criminality, security and info sharing. Criminality and security are two different stages. Security starts inly after your eligibility is passed. So if you are ins security, then yes, it is the last stage. However, security can take 3-5 weeks to 2 years for some.

Yes, you can have two different application in process at the same time. However, your UCI number remains the same for all applications. If you have just recently filed an application, you may see a UCI number starting with CAN. This is a temp number and will be changed to a 8 or an 10 digit number.

@legalfalcon my UCI number for workpermit is different to EE. EE is relauched yesterday and starts with CAN.
EE is filed by the agent in country i live in and WP is launched by a lawyer in Canada.
My WP is taking very long applied since August 2019 and no news yet, could this different UCI number be an issue ?

After your PR application crosses R10 stage, which is the first stage, your UCI number will change to the one that is on your WP application. The CAN is just a temp number.
Irrespective of how many application you file with IRCC, TRV, WP, PR etc. your UCI number remains the same. It will remain the same even for your citizenship application.
The application numbers will be different for different application.
