You can sign up now, I think. But you may not link your pr application due to you don't have a file number. You will get the file number when you get AOR.

Hi, we are now in the month 21 (AOR Sept-2018), but our application was approved by March, 13th. However, we haven't listened anything since then, so the process has not officially finished. I guess the 22 months is for completion of the whole process?

Yesterday (11/06) I received the pre-arrival letter from the Visa Office in Mexico. Also, my status on eCAS changed from 'In progress' to 'Decision made'. But I don't know which decision they have made... Hope it's a good one.

Is that the work permit after PGWP? In that case you need also the letter of AOR.

I believe if he didn't recieve the AOR yet, the proof of payment is sufficient.

Yes, I received the medical instructions on February 28 2020 and my exams were approved March 12 2020

Hello I applied on Dec 2018 and they started processing my file in Dec 2019 and still they didn't request any medicals!
