My campus location is moose jaw. I have heard that part-time jobs are difficult to get in moose jaw. Is it true?

Same, my both programs are in Moose Jaw. And yes, some people get lucky and get a job in 1 month they land there. Some people take few months. Do you have visa ?

They put me in waiting list queue, i have received waiting list letter on March 25. Still now waiting for the decision.

I'm not sure what they will do. I'd suggest you to ask your questions by emailing them.
Maybe You're on waiting list because of the current situation. Anyway, keep yourself open for Jan 2021. September 2020 looks a little difficult to pursue.

If classes move to Online for September intake due to visa delays, will tuition fees will be reduced?

I'm not sure, i believe there won't be any changes in fees schedule. If they do, they can reduce something like 1000 dollars of student services (SPSA).
