COPR and coronavirus

Hello,
Destination on CoPR is Toronto, but I will be landing at Montreal then taking a taxi to Toronto, is this ok? Can I land in Montreal?

Can we return back to our country without PR which is given in 3 months? How will we enter back in Canada once we leave without travel documents?

My COPR approved: 10th January & COPR will expire: 27th May
Currently i can't land in Canada for ongoing Pandemic situation. till now all the international flight are shutdown from my country.
I have raised issue with IRCC web. I received below response from IRCC.

as per current exemptions people with approved COPR before 18th march can travel...but while providing new COPR (extension to expired one) the issue date will change in the document as well...question is whether will be allowed to board flight with new date

Our copr expires on 3rd June, we need to travel before that I understand. and also in website they have mentioned anyone who has received copr before 18th March can travel, we fall into this category.
However flight from India has not resumed yet for international travel so while we raise the webform post 3rd June and mention this, will they accept this reason as we don’t have any option

Yes they will accept as things are out of your control.Pls attach the flight tickets along with the concrete reason for not being able to travel.

The next step should be informing them that you are ready to travel when you are actually ready to travel so they can reopen your file after your COPR expires.

When should one raise a web-form informing that he/she is ready to travel? I see several airlines opened bookings for International flights starting 8th of June (Flydubai, Emirates). But I don't know if these flights will be cancelled or not. Shall I wait till at least one international flight depatures from my country?

Yes, unwillingness to travel is also a valid condition for CoPR extension.
