I would not trust that progress bar gimmick. GCMS is the only sure shot way to know the progress.

Yepp, thats all we can do. My 2nd work permit extension is coming up in some months. My employer complained about these delays in Montreal Chamber of Commerce. An acquaintance at the MCC said its not under their control and the CAQ govt. has a mind of its own when it comes to immigration. After all CAQ is PQ separatists in disguise. Liberals are no saints either. They issued CSQs like crazy in 2016 on first come first serve without any consideration that it will create huge backlogs at the Federal level.

Let me explain. Economic immigration PR via Quebec is determined by a quota every year. Its called
Canada Quebec accord. According to that accord, ever year Quebec decides how many economic immigrants they want and asks Federal CIC to process that many numbers. Once that quota is over, the applications are kept pending for the next year's quota.
With the new anti immigrant CAQ govt. in Quebec, this quota was cut 20% last year. So processing time increased from 17 months to 22-23 months. Once this COVID situation is over and with the increasing outcry for hiring local & job losses, Frankie has to find ways to appease his voter base and will want to throw some bones. The first thing that he will be doing is to scapegoat economic immigrants. Other category of immigrants is a Federal matter so he cant touch that. So we, skilled economic immigrants will be under the chopping block in Quebec.
Call me pessimistic, but I am expecting further quota cut announcement when this pandemic is over. The processing time has also increased from 22 months to 23 months lately. This is a pessimistic thought. Optimistically, if the economy is not affected after reopening, he may not scapegoat economic immigrants (that is cut the Federal quota again and suspend CSQs)
Do u mean they can throw away the ones who didn't receive csq like before? Can they throw away files that already applied to federal (already done biometrics & Waiting for medical stage)?
I paid Canada PR fee on Tuesday(28th April) and sent documents yesterday(29th April). I paid fee on 28th April, as per the fees showing on portal. Today(30th April), Canada PR fee has been increased. My application is still on the way and not reached "Processing Centre". I am wondering how my application is going to impact...
I'm in same situation, I've sent them an email regarding to this as well and they haven't came back to me yet, the very strange thing is they announced that if you application received after that time and you haven't pay the right fee your application will be returned. its very confusing situation, as we paid the right fee when we sent the application and they can not just send it back due to post delays or based on application arrival to their mail box!!!

I called Helpdesk yesterday and explained my situation. She told that they will put the stamp with date immediately they receive application and consider the fee that reflects at that time of application received at their CIC center. Hence, we need to pay additional fee. She also told they may not return application and instead ask to pay for additional fee.

Of course your employer will go to Chambre de commerce. He is losing money by paying for your and other people who is in similar situation like you by applying work permits just to keep their business running.
The current rule of lmia exempt work permit is not making any sense at all. It's hurting all stakeholders. This whole sceme is just a waste of resources and energy and creating burden on IRCC administration and for quebec it's creating unnecessary burden on RAMQ.
Federal needs to start giving extensions with a clause "only authorized to work in quebec" to all work permit holders whos files are still in progress. Without taking money from quebec businesses and workers.
I think you need to bring this issue to IRCC.
New immigration canada minister is more focused on developing economic Immigration unlike past minister who failed to his duties.
All this "closed work permit" and "only authorized to work in Quebec" is a Quebec only thing. In Rest of Canada, once your PR application is in progress, you can apply for bridging open work permit (no LMIA or jumping thru hoops needed) and can work anywhere with any employer. If anything needs to be fixed, its Quebec immigration. Federal has no say in any of these. Even if Marco wants change, he must obey Frankie and Simon (Canada Quebec Accord) and hence their arrogance.

Yes they can and also can change selection criteria (if any such criteria exists
) anytime they wish. ( Bill 9 ) has clauses that they can reject CSQ applications even when the application is in progress. Pre Bill 9 did not have that clause.

They can't. But they can delay it by cutting economic immigrant quotas. Last year they cut 20%. Now when this pandemic is over, King Frankie will have to appease the crowd. Temporary foreign workers like us will be scapegoated.

Same here. There are almost 3 months between your and my applications and no MR yet.
When I first applied, the processing time was 17 months. Now it is increased to 23 months.
All my optimistic expectation is that when this corona condition finishes (~1 month), we may see bulk MRs and then PPCs within the following 1-2 months. Otherwise it will be impossible to manage this huge backlog and processing times will be more than 2 years.

After sometime, the text on your ECAS page will turn into "processing" but actually it does not mean anything.
Your application file will be processed in IRCC Sydney office until you get the passport request - that means you already got decision made.
Visa will be issued in Cairo if there is a Canadian Embassy or at the closest Canadian visa office.
