I applied on November 2nd, I am not able to open cic login website.

Their website is not working, like a few days ago.. should be back up later today.. check your email for updates in the meantime(they rarely send emails though)..

I checked it just now again but it returned back to submitted, I applied on 30th October

People report activity like this or sometimes getting emails with no updates.. It just means they are working on your file, it is a better sign than no activity..
