May I ask you about your rprf at what point of your process you paid them?
I didn't pay them on submission of my application and I am waiting them to ask me to do so.
You are right. I think this is full of stress for all of us who have been waiting long time.I am now in month 26 And I really don't know why they do it.I think they don't know that waiting for a visa will affect our whole lives and our families.You all know that we cannot change our jobs at this time .We cannot plan our future .My son was 4 months old when I applied for Quebec in 2011 .Now he is 9 years old.9 years is really a long time.But when you call them they say wait .I believe they do not know how much their work will affect our lives.We always hope for ourselves with a new minister ,New year ,New immigration laws ...They do something.But unfortunately they know nothing about our situation

My medical exams will expire November 2020.
Did you apply on your own or through an agent? Formerly, Joomratty was my representative but i quit at the Federal Stage.
Is your file still located at Sydney or your file has moved to Pretoria?
We are Mauritians and our application process will follow the same to same trend

We all should also understand that CIC is not to blame entirely for this huge backlogs & delays. I will state my reasoning below.
1. Quebec process is a paper based process. Canada Quebec accord is an old agreement which Quebec immigration or politicians in Quebec do not bother to modernize. So it still remains a paper based process. Paper based process can lead to many errors, document loss & delays due to its nature.
2. Canada Quebec accord has a hard limit on the number of economic immigrants that Quebec allows every year. The Liberals misused this and started issuing a hell lot of CSQs by lottery as well as first come first serve during 2015,2016,2017 without increasing the quota numbers in Canada Quebec allowed at the Federal stage. The Liberal immigration ministers responsible for this mess are David Heurtel & Katleen Weil.
So this lead to a huge bottleneck of applications at the Federal stage of the process which continues to this day.
3. To add insult to injury, CAQ govt cut 20% quota for economic immigrants at the Federal stage (An election promise which made their xenophobic voter base happy) . So this created even more backlogs.
People at CIC are just employees who works on applications according to the target assigned to them.
Its the Quebec politicians who made this mess. Both the Liberals & CAQ. Liberals created this mess and CAQ is trying to clean it up (cancelling 18,000 applications) but making the applicants suffer in this process.
If CIC can process a huge number of Express Entry applications in such a short time (4 - 6 months) they can process Quebec applications too. But the problem here is the Quebec politicians who uses immigration for their identity politics.

You are correct that PR is a privilege & not a right. Govt employees like inertia a lot. The reluctance to move unless an external force is applied , In Quebec PR cases, they have a target stipulated by Canada Quebec accord and they will only work to achieve that target, nothing more nothing less. They will also pick the easiest applications to achieve that target and will postpone complex applications for a later date.
No amount of calls or webform submit will do any good. Only a serious inquiry by your MP who follows up your case or a writ of mandamus can move an application which is in limbo after 22 months and that too for inland applicants only.
I dont have faith in any country's immigration system (I was on H1B in the US before) because there are no incentives for politicians to fix it or citizens to question the department's functioning. Once you become citizen, politicians will care about your issues. But not when you are an applicant whose application may or may not get approved.
I dont expect my application to get processed in a reasonable time. I already waited 2 years for my CSQ. I am at a point that I dont care anymore. There is a lot of luck needed. Some applicants are lucky some are not. So much for Canada's "merit" based immigration system. "merit" is only for getting selection, rest is luck.
Only slightly increased from previous year & we saw a decrease of processing time of 1 month recently (23 -> 22) . Even if it was restored to pre CAQ govt levels, there is a huge backlog of applications created by the Liberals who issued CSQs without any limits in 2016,2017,2018s.
I have a hunch that ever since this Roxham illegal border crossing started (2016s), Quebec PR applications are slowing down. I dont know if it has any connection to illegals crossing Roxham border. I know for one fact that these Roxham illegals were issued temporary work permits.
I saw one immigration firm in mtl mentioned that there are 3ppr issued this week, with no more details (perhaps for protect their client), maybe it could add a pinch of hope for us, like i have received no updates after aor last July......

The biggest problem with IRCC is this;
They are not fair and do not treat equally to each application.
While an applicant is in his 27th month, the other one should NOT get his PR in just 8th or 10th months.
Of course, each case is different, there are some very complex cases but this kind of PR processing is completely ridiculous.
It is not related to the Quebec government or not related to the yearly quota. This is how Federal processes all files.
I can understand the increase in average processing time because of old and wrong political actions but I cannot understand 18 months PR processing time difference between two QSW program applicants applying from the same country.
It is totally related to reckless and irresponsible IRCC decision-makers, managers and workers.
As long as there is no problem about criminality, payment or medical tests etc. there should not be more than 2-3 months difference between each files. If they would act fair and process each file like this, uncertainty would end.
