You need to courier the documents before 6 months (ie before your PNP expires). Thats all you can do anyways. Delay at IRCC is not your fault anyways. Its still valid. Submission has to happen before expiry, thats it.

Yes, as the PR process could take up to 18 months, when Ontario nominates you, along with the nomination gives you a Work Permit Support Letter (mine suggests to IRCC that the duration of this Work Permit should be 2 years, I suppose this is because they know that the process of PR will be long.

In many ways, yes, its the same, but with a big difference. --> After 2 years, you get PR cards one day in your letterbox in Canada. In US, you will get them some day in your letter box too, but you probably would be celebrating it with your grand children
Thanks @chivinas for the info. Also, I see on Ontario site that they can extend the support letters for Work permit extension in case PR is not finalized. Also, after you file your PR and get your Confirmation of Receipt, typically after 1 to 2 months, your next Work permit extension will be an open work permit AFAIK.

The aforementioned individual was approved by Ontario under the Ontario Immigrant Nominee Program (OINP). Ontario confirms that all required factors for provincial support have been met, specifically:
• That the nominee is urgently required by the PT-based employer listed above;
• That the job offer is genuine and will create economic benefits or opportunities;
• That the employment is not part-time or seasonal; and
• That the wages and working conditions would be sufficient to attract and retain Canadian citizens.
