Since Septemeber 17 when our Application got moved to the Manila Visa Office we got notication they started to process the application but have not recieved the DM yet, should we be concerned or is it normal processing time and who would be the best to contact for an update?
I'm a USA -> Canada applicant and about a month ago I got my passport request letter (if that's still what you call it; US applicants only have to send photocopies). I sent the documents over and they arrived on September 20th at CPCO's PO Box, and were signed for. Haven't heard a peep since then and the tracking number for the return envelope has yet to be activated. I'm wondering if I should be concerned and consider contacting them since it's taken this long (I've read that it usually takes around 10 business days and I've exceeded that already). Any advice?
So update on this. I did contact them using the web form the day I wrote my original post. Unfortunately I received a reply today and it was not good news.
We verified the information on file and can confirm that your passport was not received by the responsible office yet.
If you would like to send them to us again, we invite you to:
Fill out the IRCC Web form and include your documents. It will be our pleasure to forward them to the office processing your file, or
Disappointed, as I followed all their instructions exactly. I took a photo of the filled-out address before we sent it, and that was exactly correct too. Plus the envelope was signed for so I know it was delivered to the right place. Frustrating! What's more is that I'm not even sure the IRCC agent correctly understood what I was asking based on the language he used ("passport was not received" instead of "photocopy of passport" plus advising me to submit the documents electronically when that's impossible in this specific case), but I have no choice but to take him at his word since you can't reply to these messages.
Will now have to retake my photos, get another Passport photocopy and send out another package over the weekend. I was so happy to be almost done with all this too.

Same issue with me, mine was transferred to Manila VO 20th of August and got an update in ecas saying they started processing our application 27th of August. No news 'til now
If you're from a country that is Visa-exempt, they only need a copy of the photo page of your passport. If you require a visa to travel to Canada, you have to send your actual passport
