Added Dependent in October 2018 and my account was updated in February 2019 as IRCC added my non-accompanying dependent and since then no news.
This is really fustrating.
A simple question.....ok? What is the chance that our file got rejected after the Federal election in October 2019?

No it's not but you may have to tell at the immigration if you're carrying more than CAD 10k otherwise you'll be taxed if I'm not wrong. Inevitably declared amount to be shown at the immigration.
Yes, I remember that during my landing the agent asked me how much I had to support myself, I told her I had $10,000 but that it was not in cash, it was in my bank account since I was an inland applicant. She had me write it down on the landing paper.

However, the website does not specify if we'll be subject to another 3 months waiting period as was the case for our first health insurance card or for outland applicants. Did anyone go through this recently and can tell me if they had to wait 3 months before getting a their new card (gap in coverage)?
I don't think so. If you have status with them when you receive PR, it should be seamless. But you should inform them ASAP after you landed. They were somewhat strict about that.
