You should call the same IRCC number 1-888-242-2100 (inside canada) textnow app gives you a canadian number to call.

If you are inside Canada, just keep calling several times one after another. Then you can leave your phone number and they gonna call back: very convenient option.

They stopped diverting the calls to IRCC. Its of no use now
