Thank you for response. Then that's a good sign if it is changed to DM and then have to wait for PPR. I see for some members they got DM and PPR on same day. That would be great If I received both today. As it is long weekend in both Canada and India, if I don't get it today then it will be next week.

On Aug 30 we received a message in the GC key account that the file will be transferred to visa office in New Delhi.
Primary applicant is in India
Sponsor is in Canada.
It seems it might take another 4-5 months to get the final decision.
I can say, at least in our case, that this isn't always the case. My wife has American and Polish citizenship (she applied with her American one but disclosed both), and we are both currently living in Austria. So theoretically, her file could have been sent to Warsaw, Vienna, Mississauga, or somewhere in the US. We got the note indicating it was sent to Mississauga last week. So I don't know what their process it, but it's definitely not just based on where the PA is from or where they are living!
We've been waiting for the visa office transfer notice since August 26 when the medicals were marked as passed but haven't heard or seen anything yet. I take it this is normal? Bit of a bummer to see others getting their transfer notices but we're still waiting...

Yours is way ahead of ours. PA was in US when submitted the outland application.
