All eligibility met/recommended pass cases go under final review stage where the case officer will have to pick your file and make one final review of all your documents and everything is in order before he approves it.

All cases go through the officer review twice. First time when the officer passes eligibility. Second time happens after security check is completed and the officer reviews and approves the entire application

Did anyone call your office regarding verification of employment at any time after AOR? I called IRCC yesterday they told neither my security or criminality started and Eligibility is met.

Yes my Eligibility is Recommended.

Met/Recommended Pass mean the same thing.
