My guess is that the tracker will activate after 7pm, when the package is scanned by Canada Post or the courier agency

Just called IRCC today and still no update. They even haven't received my passport, which was delivered on Jul 19 (guess it's still in the mailroom).
The agent told me to wait for 2 weeks before they start to print the visa.

You should expect an update in your CIC account by tomorrow night.
