I spoke to CIC Agent this morning. According to what she say the applications are not being processed as first come first serve.
I sent my application on May 13. She says all applications received are put in a box and are distributed among the officers. They might not have even open my file to verify if I have sent all the documents. CIC Agent says it takes 2 months for them to send us a confirmation email.

Do you see ecas or any other update or the agent gave you a temporary file number ?
For May 13 we mostly have AOR available that means applications have been looked at for completeness.
We have 78 entries in the sheet with application delivered between 26th April to 3rd May. 27 are sponsor approval, 22 are in-process and 29 are app received or not available. So only on third of applications delivered before 3rd May are decision made. I know other two third are bit anxious but I hope we get SA soon.

Your one we can use as a case study. Your late application delivered on May 13th is under process but the first application delivered on April 30th is not.
- Did you receive anything regarding your parent application?
- Did they have any previous visa refusal history in Canada?
- Is your income is clean and meet LICO or you have a co-signor?
- Do you have anything in your background what may delay the process (without going into personal details, for example social assistance, credit default, previous immigration issues etc)
OK, so the mystery is unraveling as to why there are exceptions with some applications. This 30-60 days review sucks but it is what it is.
Looks like applications that are extremely clean (non complex in IRCC terms), with no additional documents or concerns are getting processed faster.
This is pretty standard. Just look at spousal sponsorship cases. US, Aussie, Kiwi and European applications tend to get processed faster unless there are some warning signs. Governments already have partnerships so things like security screenings go quicker and there is less perceived incentives for someone to commit immigration fraud to enter Canada.
i had additional document request on Jun 21 IMM5669 which they confirmed was received on Jun 24, which was requested to be submitted within 30 days. so if the theory that they will review in 30 days is true, hopefully they will review my file on Jul 21st. Will wait it out and see next week
