My mom is in Canada , I inform them as well but they still want bio , will figure out as she has US and Europe visa.

how come one of your case is showed up while the other one not? and it seems the other one is submitted even earlier? Is that because your PIL are in Canada right now?
God knows I guess. When I submitted my parents' application, they were in Canada but went back home 1 week later. When I submitted my PIL's application, they were not in Canada but they are now.
With law suit and so much drama this year, I highly doubt that next year they will have the same process. It could be back to lottery or a mail in lottery like the H1B process in the USA
I do not have a source of information but I heard on some national (I guess) radio program that they would go back to the lottery with more controlled system which allows them to remove or stop to put vague entries. And, allows more authentic or genuine people to put in the pool.
My personal opinion, I do not like playing on LUCK.

May 6 will have to wait for next week to start changing from "application received" to "In process"
Hi everyone, if March next year I have a new born baby, when I update this information to IRCC, are they going to assess the NEW family size against only 2018/2019 income requirement or against all 2016-2019 income requirements?

They should technically assess the income for 2020 for the new family size nut who knows.
However, since it is next year, if you are meeting the requirement for new family size for 2018 and 2019 but 2017 is a problem then no need to worry. Because in next year they will see only income for last three year.

No , I used her indian address , I think that is the reason to get bio but one of my friend used Canadian Address last year and his mom is also required to give bio at later stage before finalization of application
