Basically, the burden of 'world class' rests more on performers i.e. singers, poets, sportsmen etc. That is not to say you shouldnt present your best works especially if they are considered world class even if you are not a performer...
"Participation at a world-class level in cultural activities or athletics intends to capture performers. This describes those who perform in the arts, and in the world of sport. “World class” identifies persons who are known internationally. It also identifies persons who may not be known internationally but perform at the highest levels in their discipline."

Do we need to pay in advance the Biometrics and PR application right away upon submitting the self-employed application going to Sydney, Nova Scotia? Or we shall wait for them to inform us when to pay those 2?
I am a fashion designer and I have a post graduate diploma certificate in this line however, I am not a self employed individual currently and I work in the as a designer and product development manager in a company for past 10 years.I have experience of staring many companies in past and I have worked in various capacities but not as a self employed person but as a full time employee. Can I still apply under this programme. Please advise.

You need to pay the PR application fee right away, without which, they will not start processing your application. Payment of the Biometrics fee is optional at the beginning, but the immigration office stresses that if you do choose to pay it upfront, it will hasten the process.

Applicants must demonstrate that they have at least two years of relevant experience during the period beginning five years before the date of the permanent resident application and ending on the day a determination is made on the application, as outlined in the definition.

I'm not sure I agree with you 100% , she has 'participated' and therefore now needs to establish 'world class' if any of their works can acclaimed to be so. I believe this was the case with @BaNana82 who has since landed in Canada

I agree with @Palamon said.
they look into whether you can sustain yourself/your family in Canada without a job - as a self employed business/individual. that entails quite a bit - new business development, business management, accounts etc. plus hopefully create future employment for others.
