I don't think it's required(mandatory), it is case by case.
It's a supplementary document could be used to proof: your parents' marriage and the relationship between you with your parents.

If you are applying as a member of the family class and are legally in Canada when you apply, you are currently exempt from giving biometrics. Your accompanying overseas dependents may need to give their biometrics.

This is the best document to prove relationship for Chinese nationals. IRCC knows that.

my parents have booked ticket from 22 july 2019 to 24 september on visitor visa, but after invitation we have decided to postpone their visit due to requirement of biometric,medical and pcc in coming days . so i suggest all pgp fellow if it is not important postpon your parents/dependents visit to 2020 summer.

It is only DM that they can be a sponsor not the whole file.

Supervisa they don’t need to leave Canada for that, but once you receive the Supervisa they will need to leave Canada and re enter to get it stamped..

Supervisa I believe can only be applied from outside Canada not inside

Wooohoo, they accept to extend the deadline to do biometric, it is super fast, however there will be delay in the processing overall, but at least they are flexible and it doesnt matter to me at this time to add a few months in processing as my parents already have super visa
