I suggest you try to send an EOI between 1st and 15th July. So far this year it seems that NBPNP has NOT opened EOI submissions officially and are now selecting people directly from the Express Entry pool and sending them NOIs to apply. So if you send an EOI, best case, you get an invite to apply, and worst case, you dont get an invite but at least you know

I completed my application and shipped it out today via UPS. Hoping to hear back soon. Anyone here know how much time NBPNP office will take to respond

As for your question - it depends what you have written in that email. You didn't have to send EOI, you had to just say that you received an ITA and what are the next steps. They shoud respond to you saying that you have 45 days to send your full application. Something like that.
